Job Purpose: The Head of Asset Management is responsible for providing outstanding leadership to direct reports and team members to provide a first class asset management service to Ascham Homes including all improvements, repairs and maintenance services for residents and tenants of Ascham Homes housing stock, whilst working within its strategic business plan objectives, contractual obligations and budgetary/expenditure limits.

Key Responsibilities (Corporate)
• To develop the company’s asset management planning, service delivery and financially viable and sustainable improvements in how the department is managed and operated, repairs and improvements fulfilled and values increased for the overall benefit of Ascham Homes.
• To represent Ascham Homes strategic, operational and business interests in consultation with all key internal and external stakeholders including the Ascham Board and its subcommittees, Waltham Forest Council, government bodies, community representatives, partnering and commercial organisations.
• Prepare and submit timely, accurate and insightful reports, reviews and analyses to advise Board, EMT, committees, local authority and other key stakeholders or interest groups on the activities of the asset management group.
• To provide asset management training and technical advice to Board and committee members as and when required.
• Maintain a suitable balance between planned and reactive maintenance whilst ensuring the expenditure is within budget.
• Establish positive working relationships with Tenant Leaders to provide a well maintained, safe and clean living environment in and around Ascham Homes properties.
• Maintain an ongoing presence at local external meetings to gather appropriate and useful information and opinions, to provide input as appropriate and to build effective working relationships with tenants so that superior service can be delivered.
• Deliver high quality presentations - both oral and visual - as required, to internal and external groups.
• To maintain quality assurance assessment on all projects, reported on and measured against various strategies, policies, plans and decisions.
• Contribute to the delivery of Ascham Homes Business Plan, the implementation of Ascham Homes REFOCUS programme and other key components of continuous improvement.
• Take a lead role in managing change including challenging processes, empowering people and developing decision-making.
• Ensure best value is obtained in all work undertaken and value for money achieved.
• Ensure that the Asset Management Division implements it’s commitment to delivering an excellent customer focused service, has awareness of the sector and its challenges and promotes customer involvement. Look for ways to exceed customer expectations and invite feedback.
• Ensure sound financial management systems, controls and information systems are in place so that all money is spent properly, recorded appropriately and all costs are effectively controlled and demonstrate good value for money.
Key Responsibilities (Functional)
• To prepare and define the company’s Asset Management strategy in agreement with Deputy Chief Executive, EMT and Board.
• Be a motivational inspired leader whose approach and style galvanises a multi-disciplinary team to deliver often complex and challenging assignments within tightly defined targets and standards and programme budgets.
• To effectively manage Ascham Homes asset management service and its resources.
• To set and monitor key standards of service delivery and performance across all the asset management group’s range of activity to ensure an effective and responsive service.
• Working with the asset management team, Deputy Chief Executive and finance colleagues prepare accurate and timely annual operational, capital and revenue ‘zero based’ budgets for all the asset management major works and repairs and maintenance activity, including where appropriate alternative budget options and supporting cost data, for discussion and agreement by EMT, LBWF and Board.
• Proactively oversee and manage budgets and monitor the asset management team’s operational and revenue and capital programmed based expenditure – report to the Deputy Chief Executive, EMT and Board regularly with summary of expenditure and provision of forecasts.
• To oversee the effective procurement, planning and delivery of the Ascham Homes major works capital programmes, planned maintenance, cyclical and responsive repairs maintenance programmes.
• Maintain accurate and up to date records of asset condition and property condition. Report on this information regularly in line with investment planning strategy requirements, maintenance and improvements.
• Strictly analyse and review all financial commitment and obligations on work subject to Ascham Homes capital and revenue budgets.
• Manage the team proactively to enable Ascham Homes to achieve strategic objectives whilst delivering superior services to all residents and tenants.
• Deliver the work output of Asset Management to meet Decent Homes Standard.
• Develop and implement comprehensive, high quality technical policies and procedures in critical functional area including legislative (e.g. Health & Safety) and operational (e.g. energy efficiency).
• Fulfil all operational, contractual and legislative requirements when specifying, publicising and awarding work contracts, then reporting on performance and contractual compliance in line with procedure requirements. Continuous performance improvement and value for money are intrinsic factors.
• Proactively operate and manage all budgets and financial requirements relevant to Asset Management.
• Ensure compliance with Standing Orders, Financial Regulations, Statutory Health and Safety and other related regulations and legislation as relevant to this job role or including compliance of all contracts.
• Embrace performance management as a vital tool in the quest to have all staff within Asset Management achieving enhanced levels of competency, delivering superior levels of service throughout and aspiring to maximise their potential. Develop a culture of rewarding achievement and supporting underachievers to make the necessary improvements.
• Instil systems to ensure that staff, contractors and consultants as required fully understand and apply all policies, contractual procedures, rules, regulations and legislation in connection with activities undertaken by Asset Management department.
• As a manager, to ensure that the organisation’s health & safety, equality, diversity and inclusion policies are fully implemented at all times and in all aspects of service delivery and employment. Create a working environment where staff feel valued, motivated and safe.
• In all aspects of the company’s work, to promote effective communications, excellence in customer service, a focus on continuous improvement and a proactive approach to all best practice; and legal and compliance matters.
• Undertake regular 1 to 1 supervision through performance management regime of all direct reports, provide effective review and appraisals ensuring SMART objectives are in place, and delivered linked to the business and delivery plans.
• Ensure effective management of the performance management scheme throughout areas of responsibility.
• Ensure regular training needs assessment is carried out for team and put in place effective training and support to address needs.
• Effectively manage sickness and absence in division to achieve top quartile outcomes.
• To deputise for the Deputy Chief Executive as required.
